BARGAINING

Bargaining Context

  • Bill 124 was passed by the Government of Ontario in 2019
  • Bill 124 has a big impact on the bargaining process Bill 124 allows for only 1% compensation increase per year for a three year period
  • Compensation is the total cost of the collective agreement to the employer: wages, benefits, premiums, allowances
  • When wages go up, so do premiums, pension payment, etc…
  • OPSEU has filed a Charter Challenge against Bill 124

Details of the Tentative Agreement

1. Casual Employee 

  • Number of hours worked by Casual staff will be provided to the Union every six months broken down by department

 

2. Harassment and Bullying

  • Enhanced language on harassment and bullying. No one will suffer reprisals for bringing forward a complaint

 

3. Return to Work/Modified Work 

  • Committed to a fair and consistent approach
  • Employee entitled to union representation

 

4. Union Stewards

  • Increase to 25 union stewards for Service
  • Increase to 6 union stewards for Clerical

 

5. Job Competitions

  • All vacancies will be posted for 7 days
  • All vacancies will be posted within 30 days unless the Hospital
    eliminates the position
  • The Local President will be provided a list of all filled vacancies and names monthly 

 

6. Line Selection

  • Line selection will be posted for 5 days
  • Decision made by seniority
  • Only within the work unit and work site
  • Cannot change employment status (FT, PT, CAS)
  • In clinical areas skills, knowledge and experience will be taken into account

 

7. Lieu Time

  • If Hospital cannot approve use of lieu time within 90 days, length of time will be extended

 

8. Education Leave

  • If required by the Hospital, an employee is entitled to a leave of absence with pay. Does not apply if it’s conditional upon hiring.

 

9. Late Call for Shift

  • When an employee is called in less than 2 hours before start of shift and they arrive within 1 hour of start of shift, will be paid for full shift

 

10. Shift change/cancellation

  • If shift changed/cancelled with less than 24 hours’ notice, will receive 1 ½ times pay for next shift

 

11. Medical Note

  • If the Hospital requests a doctor’s note, they will pay full amount with receipt
  • The Hospital cannot unreasonably request proof of disability

 

12. Benefits

  • Effective October 1, 2022 Vision care will be increased to $350

 

13. Premiums

  • Standby increased to $4.90/hr on paid holiday
  • Evening/Weekend premium increased to $1.25 immediately and then to $1.30 April 1, 2024

 

14. RPN

  • Language on professional responsibility, patient care, workloads and staffing

 

15. Safety Footwear

  • Effective January 1, 2023, increase to $135 for FT and $90 for PT.
  • Effective January 1, 2024 increase to $150 FT and $100 PT

 

16. Union Resources

  • Union office will be provided

 

17. Wages

  • 1% wage increase retro to October 1, 2021
  • 1% wage increase October 1, 2022
  • 1% wage increase October 1, 2023

 

18. Term October 1, 2021 – September 30, 2024

 

19. Letter of Understanding – Bill 124

  • If there are any changes made to Bill 124, we can go back to the bargaining table
